Vector an image in Photoshop Elements 5 or 6? Tutorial? PLEASE HELP!?!?!?!?

For my photoshop class final, I have to photoshop an image an then have it laser engraved on glass or tile. Because the laser engraver cannot pick up fine details like freckles or hair strands I need to make an clip art like picture (vector image). The program I normally use to photoshop is Elements 5 or 6. However on most of the tutorials I have seen to vector an image in photoshop, it requires the use of the Pen tool, which elements does NOT have. So, is it possible to vector an image and if so is there a tutorial where I can learn how or could you please explain how to do this (step by step)!?!?! Thanks!!

images using pen tool in photoshop are converted to path, becoming vexel art,

if you dont have photoshop, try gimp,

but wait theres more, for vector design you could use trial versions of adobe illustrator, or corel draw, or may be even canvas,
