Okayy, how do you change eye color on Photoshop (from dark brown to something like blue). I've tried looking at every effect in the program, but I have a feeling that it's simpler than that. HELP PLEASE!

You can use the 'red eye' tool to draw any eye, but then it's completely new eye.
The more appropriate solution is to use the 'replace color' option. You may want to look at the following tutorial:

u can edit in ''quick mask mode''
1st - select quick mask mode in ur tool bar
2nd - select brush tool and highlight your eyes
3rd - select standard mode now, which beside quick mask mode
4th - Go to select -%26gt; Invert
5th - Go to image -%26gt; adjustment -%26gt; Hue/Saturation
6th - Choose colorise and now u can start play with the color u want
