I enjoy making layouts and I love photography....
I don't have any photoshop software yet so I was wondering if anybody who did web design/ photography suggest a photoshop program for a beginner ...that isn't veryy expensive?

Use Adobe Photoshop. Lots of functions such as filter(special effect), brushes, layer blending(drop shadow, stroke, outer glow etc.) and able to change the color of a part of an object easily!!
It's great, you will like it if you try it.

Damn shame this is closed. I was going to recommend Paint.NET which is free and very powerful or GIMP which is also free but a bit less user friendly. Report It
Try www.download.com. It's a great site with a variety of desktop enhancements and designer tools to refer you to, many of which are freeware or shareware.
