I'm looking for a good photoshop or photo editor that is easy to use. Some things that I want in it is a rotoscope like tool that will do it by itself. Also I want it to change some of my pictures to black and white but leave a place of color (like the eyes on a face shot) for contrast. If it is free than that's better. I would acatually prefer if it is free.

I recommend GIMP, it has many features of Photoshop and costs nothing.
GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.
Other free alternatives would be Paint.net or Picasa from Google.
Using Windows? Yes, GIMP is powerful, and heavy duty, and well worth having, if you're willing to put some effort into learning it. It can do every little thing Photoshop can do. It's a lean mean fightin' machine, every possible recommendation. Free!
But, if you want, simple, then, you may find, that, plain ol' (often overlooked) Picture It! Express that came with your system as part of Microsoft Works fits your bill, just fine.
well in order to get the best thing then it will have to cost some money and a good one i no of would b Jasc Paintshop Pro 9 it has everything but its not free unless u can find a site that will pirate it
Well there is a program called The GIMP, its totally free, and is almost as powerful as a full blown Photoshop CS
